* mouse.el (mouse-drag-region-1): Commented out.
(mouse-drag-region): Commented out, and replaced with new version,
which highlights the region as we drag.
(mouse-scroll-delay, mouse-drag-overlay): New variables.
(mouse-scroll-subr): New function.
